Costume tutu is made from a mixture of black and white tulle.
The tulle fabric alternates throughout the skirt with a 4 layer effect, 2 black layers and 2 white layers.
Tutu skirt has a a hidden thick white elastic waistband that allows for some sizing flexibility.
